The public security agenda returns to the center of attention in Congress this week, with two priority projects advancing simultaneously in both Houses.
In the Senate, the proposal known as PL Antifaction, which deals with the activities of criminal organizations, should be voted on on Wednesday (3). In the Chamber, the expectation is that the Security PEC rapporteur will present his initial opinion on Thursday (4).
The Antifaction PL, sent by the Executive, reaches the Senate amid the government’s attempt to reverse part of the text approved by deputies. The version reported by Guilherme Derrite (PP-SP) expanded the scope of the proposal, increased penalties and created a broader legal framework to combat organized crime.

The changes caused a reaction from the government base, which voted against the report in the Chamber. Now, the bet is that there will be more political strength for adjustments in the Senate.
The proposal will be debated at a public hearing this Tuesday (2) and analyzed by the CCJ before going to the plenary. The rapporteur, senator Alessandro Vieira (MDB), must present a modified version.
Among the changes being evaluated is the creation of a national fund to combat organized crime, whose revenue would come from new taxation applied to online sports betting. The measure was designed to reduce resistance within the government, which feared loss of resources for the Federal Police.
The technical area of the Ministry of Justice sent the rapporteur a series of suggestions for changes to the text approved by the Chamber, to mitigate points considered problematic.
PEC of Security
On the other front, the Chamber is moving forward with the Security PEC. The rapporteur, Mendonça Filho (União Brasil-PE), discusses the text this Tuesday with the president of the House, Hugo Motta, and party leaders. After this round of negotiations, he will present his preliminary opinion on Thursday, at the special commission created to analyze the proposal.
Mendonça has already anticipated some guidelines in the text, such as tightening criminal rules and the end of sentence progression for crimes considered serious. The vote in the collegiate should only take place the following week, if there is a request for review.

The commission will also hear from governors and the Minister of Justice, Ricardo Lewandowski, responsible for structuring the initial version of the PEC. The government treats the proposal as a key piece to integrate the actions of security forces and strengthen the response to organized crime across the country.
Both measures are moving at a fast pace to avoid clashing with the electoral calendar; a delay could compromise the vote on the amendments and put pressure on the end-of-year agenda in Congress.
