A priority in the National Congress, the public security agenda should advance this week with the progress of two priority proposals sent by the government.
The so-called Antifaction PL should be debated and voted on in the Senate on Wednesday (3). In the Chamber, the proposed amendment to the Constitution on Public Security in the country must have the opinion presented by the rapporteur, deputy Mendonça Filho (União-PE).
In the case of the project that targets the activities of criminal organizations, despite having been sent by the government to Congress, the Executive’s allied base was against the proposal during approval in the Chamber and is betting on changes in the Senate.
This is because the text approved by the deputies was the version of the rapporteur, deputy Guilherme Derrite (PP-SP), who expanded the matter and toughened penalties. He proposed the creation of a Legal Framework to Combat Organized Crime.
In the Senate, the text must first be voted on in the CCJ (Constitution and Justice Commission) before going to the plenary. On Tuesday (2), it will be debated at a public hearing at the commission.
The rapporteur, senator Alessandro Vieira (MDB-SE), foresees the vote in the collegiate on Wednesday (3). According to the president of the Senate, Davi Alcolumbre (União-AP), the text will be voted on in the plenary this week.
as to CNN showed, among the changes, Vieira must propose a new fund to combat organized crime financed from the incidence of new taxation on online sports betting houses, the so-called bets.
The change may help the rapporteur to contain criticism from the government base, which assessed that there was a risk of decapitalizing the PF (Federal Police) in the text proposed by Guilherme Derrite in the Chamber.

The proposal will be debated by the rapporteur with the president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), and party leaders on Tuesday (2). Mendonça Filho will participate in the meeting of the college of leaders to present details of his opinion.
After the debate with the heads of benches, the rapporteur must present his opinion on Thursday (4) to the special commission that analyzes the PEC. The date for presenting the report was agreed last month, following the repercussions of the mega police operation in Rio de Janeiro that resulted in more than 120 deaths.
In the last meetings of the special commission, Mendonça already announced his intentions of what he should include in his opinion. Among them, such as the end of the possibility of sentence progression for serious crimes.
With the possibility of requesting a review (more time for analysis), the vote in the committee could be postponed to the second week of December.
In addition to presenting the report next week, the commission also has scheduled hearings with governors and the Minister of Justice, Ricardo Lewandowski, who prepared the proposal.
The text is one of the government’s priorities to integrate the actions of security forces in the country and strengthen the fight against organized crime.
Sent by the Executive, the PEC has already been approved by the CCJ (Constitution and Justice Commission), also with the rapporteur of Mendonça Filho, and is now awaiting analysis by the special collegiate before going to the plenary.
