Adjustments granted to Executive Branch employees and the restructuring and creation of new positions will have an impact of R$4.2 billion on next year’s Budget, stated the Ministry of Management, in a note released this Monday, 1st. The adjustments are contained in a bill sent by President Luiz Inácio Lula da Silva to Congress this Monday, 1st.
The impact is already estimated in the 2026 Annual Budget Bill (LOA) sent to Congress in August this year. In total, around 200,000 active and retired employees will be covered by the bill. Around 157 thousand employees are active and 44 thousand are retired.
The project creates 8,825 permanent positions, 8,600 of which for federal universities and 225 for the National Health Surveillance Agency (Anvisa). Positions will be filled as public competitions are held.

According to the Ministry of Management, the project “represents an additional effort to modernize and improve the management of people in the federal public administration and retain qualified professionals, by reducing the asymmetry between salaries for different careers”.
The department cites the creation of a new career called “transversal”, as it has operations that go beyond a single ministry and brings together different support positions within the federal administration.
“This career will bring together professionals who currently work in positions such as administrator, technical-administrative analyst, archivist, librarian, accountant, social communications technician, among others. This combination will promote salary balance between these positions to make this career more compatible with other careers in the federal Executive Branch, increasing the retention of these professionals, who are fundamental to the continuous improvement of the administrative efficiency of bodies and the provision of public services to society”, stated the ministry.
The government also detailed a provisional measure signed by Lula this Monday, which grants salary adjustments to police officers and security forces in the Federal District and former territories. Military police officers and firefighters from the Federal District and former territories (Amapá, Rondônia and Roraima) will have an increase of 24.32%, divided into two installments, one of 11.5% in December this year and another of 11.5% in January of next year.
Civil police officers in the Federal District will have two types of adjustments. Those in a special category will have an increase of 27.27%. The third category, 24.43%. The adjustment will also be divided into two installments, one this year and one next year.
The government highlighted, in a statement released to the press, the real gain in the salaries of police officers and firefighters during the PT administration. According to the Ministry of Management, while the estimated inflation from 2023 to 2026 is 19%, military police and firefighters in the DF had an increase of 48.32%, taking into account the increases since the beginning of the Lula government. The PM and firefighters of the former territories, in turn, will accumulate an adjustment of 35.51% during this period.
