Minister Alexandre de Moraes, of the Federal Supreme Court, stated that criminal factions carried out “political infiltration” in Rio de Janeiro, reaching from the municipal to the federal sphere, with the capacity to “corrupt public and political agents on a large scale”.
The statement is contained in the decision made by the president of the Legislative Assembly of Rio de Janeiro, Rodrigo Bacellar (União), after an investigation showed that the state deputy had leaked confidential information related to Operation Zargun, which began in September, when the then deputy TH Joias was arrested for involvement with Comando Vermelho.
“One of the main characteristics of criminal organizations operating in the state of Rio de Janeiro, in addition to territorial control through the use of force, and the ability to corrupt public and political agents on a large scale, is the political infiltration that such groups have achieved in recent years, whether at the municipal, state and federal level”, highlights the excerpt.

According to the PF, the evidence indicates that Bacellar had prior access to confidential data from the investigation and passed the content on to third parties, interfering in the progress of the investigations.
In the decision, Moraes also mentions that the facts narrated by the Federal Police are “very serious” and indicate that Bacellar was actively acting in obstructing investigations against organized crime “including with influence in the state Executive Branch, capable of increasing the risk of criminal continuity”.
