A CCJ (Constitution and Justice Commission) of the Senate approved this Wednesday (3) a project that creates rules for monitoring the so-called Pix amendments, special transfer resources indicated in the Budget by parliamentarians.
The project rapporteur, senator Alessandro Vieira (MDB-SE)proposed adjustments to the text. One of them was the transformation of the matter into a complementary bill, therefore, the matter will be forwarded for analysis and readjustment by the Secretariat of the Senate Board of Directors.
According to Vieira, the matter “eliminates the secret budget in the bud”. The senator states that the text establishes rigorous standards of transparency, with traceability criteria, rules for execution, obligations to record minutes and identification of parliamentarians who are “godparents” of the resources.
According to the text, all Audit Courts and internal control systems must share among themselves the databases relating to the detailed financial and budgetary execution of expenses related to parliamentary amendments, in addition to the results of inspections carried out on these expenses.
The author of the original proposal is Senator Vanderlan Cardoso (PSD-GO). At the meeting, he endorsed the changes made by the rapporteur and celebrated the progress of the matter.
Vanderlan highlighted that he presented the project even before the minister’s determinations Flavio Dinodo STF (Supreme Federal Court)who is the rapporteur of actions on amendments at the Court. He declared that he had discussed the project in conversation with the minister. Some of the changes suggested in the proposal have already been required in Dino’s decisions.
