The president (PT) criticized the volume of parliamentary amendments, funds that deputies and senators can send to their states, and called the transfers a “kidnapping” of the budget, during an event this Thursday (4).
“You think I have a problem with , I don’t. I honestly don’t agree. I don’t agree with the imposing amendments. I think the fact that the National Congress sequesters 50% of the Union Budget is a serious historic event. But you’ll only put an end to that when you change the people who govern and who approve it,” he declared.
The agenda of parliamentary amendments has already been the target of friction between the Powers. The minister of the (Federal Supreme Court) even limited the transfer of amendments, generating negative reactions in Congress.
The statements were made during the 6th Meeting of the Council, the body responsible for advising the Presidency of the Republic on Executive decisions in the development of public policies and government guidelines.
Today with more than 240 members, the collegiate, organized by the federal government, is made up of representatives from civil society and business. Created by Lula in 2003, but extinguished by the former president (PL), the body serves as an interlocution between the government and civil society to discuss measures involving the country’s development. The PT member reopened the body in 2023, upon returning to the Presidency.
Lula’s relationship with the Legislature, in turn, suffered several setbacks throughout the year. In , the climate with the government worsened after Lula appointed , Attorney General of the Union, to the STF (Supreme Federal Court), contrary to what was desired by the President of the House, (-AP).
Alcolumbre articulated the name of senator and former president of the Senate Rodrigo Pacheco (PSD-MG) for the position, which also had the support of parliamentarians.
In reaction, Alcolumbre scheduled Messias’ hearing in the Senate for December 10, giving little time for the lawyer’s campaign among senators. Shortly after Lula’s announcement, the president of the Senate informed that he would take votes to the plenary session the following week on public accounts, considered a “bomb agenda” for the government.
The Executive’s relationship with the president of the Chamber, Hugo Motta (Republicanos-PB), is also experiencing a moment of tremors. Among the most recent episodes is Lindbergh Farias, as revealed by Sheet.
Before that, on more than one occasion, Motta made decisions that caught the PT administration by surprise and generated noise in coordination with the government. Among the most recent cases was the Anti-Faction bill, the target of pressure from both the government and parliamentarians from the center and the right.
Months before, Motta (Tax on Financial Operations). At the time, the decision was communicated via publication on X (formerly Twitter). In the vote, parliamentarians decided to overturn the decrees, which represented a defeat for Lula’s administration.
From then on, the government appealed, through the Federal Attorney General’s Office, to the STF to analyze the constitutionality of Congress’s decision. The argument was that the overturning of the decree threatened the prerogative of the President of the Republic to issue this type of mechanism.
