STF invades Congress’ prerogative in setting criteria for amendments, says Motta

The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), said that the Federal Supreme Court (STF) invades the prerogative of Congress in decisions that establish transparency criteria for the execution of parliamentary amendments.

“What invades the prerogative of Congress, with regard to our right, which is to participate in the Budget, to have created the imposition of the Budget, which gave the Legislature independence, autonomy, to leave a period where deputies lived in a give-and-take policy, and this is very harmful to the Country”, he stated this Thursday (4) during the Forum Jota – Legal Security event, in Brasília.

“Congress will not accept setbacks in this regard,” he highlighted. Motta complained that there is a “generalization” in the understanding that the Budget is poorly executed. “The majority of parliamentarians really work correctly, seriously in allocating resources”, he argued. He considered that he considers the Supreme Court’s actions to be positive when it comes to “bringing more transparency”.

The President of the Chamber also stated that there are problems in the execution of the Budget that are the responsibility of the Executive.

The Supreme Court will still judge whether the imposition in the execution of parliamentary amendments is constitutional. The action is reported by minister Flávio Dino.
