The Minister of the Federal Supreme Court, Flávio Dino, prohibited the Executive Branch from releasing or executing new parliamentary amendments to deputies Alexandre Ramagem (PL-RJ) and Eduardo Bolsonaro (PL-SP) because they are outside Brazil.
According to the rapporteur of the amendment process, “there is no legitimate exercise of parliamentary function with permanent headquarters in Washington, Miami or Rome”.
The two parliamentarians have been in the United States for months, but indicated around R$80 million for the 2026 Budget.

He has been away from face-to-face work since March, while he fled to the USA during the trial of the coup plot by the STF, in which he was sentenced to 16 years in prison.
“The parliamentary mandate is not compatible with a full transnational teleworking regime, especially because the promotion of the fundamental objectives of the Republic presupposes experience of the Brazilian social reality and direct action with State institutions”, stated Dino in his decision.
Dino’s decision will be sent to the STF plenary, but is already effective immediately. The minister also notified the Attorney General’s Office, the National Congress and the Attorney General’s Office to prevent the transfers.
