“The Budget cannot be to serve the government, the Executive and the party that is in government. When, in 2014, I voted in favor of the individual mandatory amendment, it was precisely to reduce the subservience of one Power to another, which was hindering democracy”, he states.
Forte’s statements were made after the president (PT) stated that he called the mandatory amendments a “serious historical error.
The parliamentarian argues that the Constitution is very clear about Congress’s obligation to create and monitor budget execution. “Sharing power is a positive characteristic for those who defend democracy. Absolute power has long since ended”, he states. “Increasingly, relations are more distributed between the Powers. And there is a growth in parliamentarism in the world. Countries have even resolved their crises in a good approach with Parliament.”
Forte also warns against attempts to change the measure by challenging the Judiciary. “The vote was entirely agreed with the government, which also asked Congress to expand the space for debt, to find a solution to the Correios problem”, he highlights. “So I don’t believe that the Judiciary will intervene to harm the entire construction that has been done.”
