The federal deputy Mendonça Filho (União-PE)rapporteur of the PEC for Public Security, stated this Monday (8) that he expects to vote on the Proposed Amendment to the Constitution next Wednesday (10). Analysis of the report was scheduled for December 4th, but was postponed.
Sent by the government, thealso with the rapporteur of Mendonça Filho, and awaits analysis in the special collegiate before going to the House plenary.
During participation in the debate “Challenges and Perspectives of Public Security in Brazil”, promoted by ACSP (São Paulo Commercial Association) this morning, Mendonça Filho also highlighted that his changes to the text seek “attack the penitentiary system” e “value the role of states”.
“I think that a large part of Brazil’s crime problem stems from the fact that there is no control over the penitentiary system. There is no rigidity and discipline in the management of this system. Either you control the penitentiary system or you will not control the fight against factionalized crime”, he stated.
The rapporteur also said that the PEC will not deal with penalties, because “it’s not a matter for PEC”but reiterated that, “from the point of view of operators in the Public Security area, strengthening the police, sharing data, we will deal with it”.
“Furthermore, I am taking much of this information to the leaders tomorrow and I hope to present it to the members of the special committee on Wednesday so that the proposal can be voted on later this year in the Chamber of Deputies”, he continued.
The parliamentarian also highlighted that the objective is “combat effectively” criminal factions and organizations and “to provide the State with effective power to combat crime”.
PEC of Security
The PEC was sent to Congress by the federal government, passed through the Chamber’s CCJ and is now being processed by a commission created especially to analyze it. The matter is a priority for the government, but faces criticism from governors and the opposition.
If approved by the special committee, the PEC will be ready for deliberation in the House plenary.
