The application of the CNU (Unified National Public Competition) discursive tests was carried out this Sunday (7) without any complications in 228 municipalities across the country, according to the MGI (Ministry of Management and Innovation in Public Services).
The preliminary balance indicates an absence rate of 20%, with 42,715 summoned and 8,508 absent, a percentage considered “within expectations” by the department.
Minister Esther Dweck stated that the execution took place “smoothly, as a result of planning and security integration”.
“All the tests took place normally. We have finished now, but all the reverse logistics are already underway to collect the material. This tranquility is the result of the planning we carried out involving the PF, National Force, state secretariats, firefighters and civil defense. Fortunately we did not have any incidents today, and this confirms that the model is mature”, he said at a press conference.
According to the ministry, all cities that participated in the first stage were kept in the discursive phase, with fewer application locations to concentrate logistics, but guaranteeing reach to candidates across the country.

The rate is half that recorded in the first phase of the competition, when abstention was close to 40%. According to Dweck, “the index reinforces the consolidation of the model”.
“In the first phase, around 60% attended. It had already been a greater presence than previous competitions. Today, with 80% present, we see an even greater engagement and this consolidates the CNU as a public policy. We are satisfied with the participation and the results obtained in the two editions”, highlighted Dweck.
22 thousand hires by 2026
Dweck highlighted that, adding calls from CPNU 1 and CPNU 2, the government projects up to 22 thousand entries into the public service by 2026, between immediate vacancies and reserve registration. Of these, around 11 thousand are from the national competition.
The minister reinforced the inclusion guideline in the selection process. According to her, 57% of those called up for this stage are women, which was only possible with the gender equality rule in the call for the discursive stage.
“The public examination is not just selection, it is public policy. It rebuilds the State with the face of Brazil. Diversity matters, be it regional, racial, gender. If we did not have equality, we would have 50% men and 49% women; with politics, we reached 57% women. This shows commitment to inclusion and renewal of public service”, he said.
She recalled that the federal government has already started calling for surpluses from the first edition and that more than 2,000 additional approved candidates were called, in addition to the gradual filling of unfilled vacancies.
Logistics and security
During the application, the government monitored the Integrated Command and Control Center process, monitoring transport, distribution of evidence and weather conditions.
The minister stressed that the scheme was set up for quick responses in the event of an emergency, but did not need to be activated.
Upcoming dates
The final result of the test is scheduled for March 2026. Approval must take place by May, to allow calls to be made before electoral restrictions.
Short training courses will allow calls to start in the first half of next year.
