How deputies voted on the project that determines the release of Rodrigo Bacellar

By 42 votes in favor to 21 against – in addition to two abstentions -, the Legislative Assembly of Rio de Janeiro (Alerj) approved this Monday, 8th, Project Resolution 2,116/2025, which provides for the revocation of the arrest of the president of the House, Rodrigo Bacellar (União). The measure had state deputy Rodrigo Amorim (União) as its rapporteur.

Bacellar was arrested last Wednesday, 3rd, suspected of having leaked information from Operation Zargun, which captured the then state deputy TH Joias, suspected of criminal links with the Comando Vermelho (CV) faction. The arrest was determined following a warrant issued by Minister Alexandre de Moraes, of the Federal Supreme Court (STF), which was carried out by the Federal Police as part of Operation Unha e Carne.

The report by Amorim, who is governor Cláudio Castro’s leader in Alerj, does not address the merits of the arrest and precautionary measures imposed by Moraes, only the revocation of Bacellar’s arrest.

The vote provoked division among parliamentarians. The majority came out in defense of the president of Alerj and the governor, such as state deputy Alexandre Knoploch (PL). For the parliamentarian, Moraes’ decision “is not sustainable” and, according to him, there is no involvement of TH Joias and Comando Vermelho with Cláudio Castro and Rodrigo Bacellar.

“What do we have in what we received here in this house? We received the decision from Minister Alexandre Moraes. What do we have in this decision? Three prints. One of them, from deputy TH Joias sending: “I changed the phone number”. And President Rodrigo Bacelar responding with a meme. A simple meme, a single meme”, said Knoploch.

Representative Flávio Serafini (PSOL), from the opposition, argued that the evidence for Bacellar’s arrest “is in place” and is “very serious”.

“Until September 3rd of this year, we had a parliamentarian here in this House (TH Joias), a deputy parliamentarian in office, accused of laundering money, importing drugs, importing weapons, importing anti-drone equipment to supply to criminal organizations, to the factions that operate here in the state of Rio de Janeiro”, he said.

Representative Rafael Picciani (MDB), who held a secretariat in Castro’s government and was dismissed so that he could return to Alerj, was one of the two parliamentarians who abstained.
