The president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), stated that the cases of four parliamentarians, federal deputies Alexandre Ramagem (PL-RJ), Carla Zambelli (PL-SP), Eduardo Bolsonaro (PL-SP) and Glauber Braga (PSOL-RJ), should be progressed in the coming days.
“To protect parliamentary prerogatives, we are bringing these convictions so that the Plenary of the Chamber can give its final verdict on these mandates. So, concluding tomorrow at the CCJ the position regarding deputy Carla Zambelli, we will bring it directly to the plenary”, explained Motta.
The decision was communicated in a statement to the press, after a meeting with the group of party leaders. See Motta’s decisions:
In relation to the impeachment of deputy Eduardo Bolsonaro, the process must be resolved by an act of the Board of Directors. The parliamentarian moved to the United States and missed more than 1/3 of the Chamber’s sessions this year, exceeding the absence limit allowed by the Constitution.
“Deputy Eduardo Bolsonaro already has enough absences to revoke his mandate. As everyone knows, he is abroad by his decision, he went to the United States, he has not attended House sessions, it is impossible to exercise his parliamentary mandate outside the national territory and with this absence”, said Motta.
The case against Zambelli will be finalized in the Constitution and Justice Committee, and the opinion will be forwarded to the Plenary immediately. Zambelli was sentenced by the STF to ten years in prison for violating the National Justice Council system and losing her parliamentary mandate. Zambelli’s impeachment requires at least 257 votes.
In the case of deputy Delegado Ramagem, Motta explained that the Plenary will invoke the decision without going through the CCJ, to shorten the analysis process. Ramagem was head of the Brazilian Intelligence Agency (Abin) in the Bolsonaro government and was convicted by the Federal Supreme Court (STF) in the process of an attempted coup d’état and his sentence includes the loss of office.
‘Today we are publishing Deputy Ramagem’s case in the Official Gazette so that he has a defense period of five sessions and we will take the case directly to the Plenary next Wednesday, which is when this deadline is met”, said the president.
Motta stated that he will also consider tomorrow (Wednesday) the request for impeachment of deputy Glauber Braga. The parliamentarian was accused by the Novo party of having lacked parliamentary decorum by expelling Gabriel Costenaro from the Chamber, in April last year, with pushes and kicks, a member of the Movimento Brasil Livre (MBL).
Braga states that the penalty is disproportionate, as the regulations themselves establish the punishment of verbal or written censure for acts that violate the rules of good conduct, for physical or moral offenses and contempt within the Chamber of Deputies.
“It is also a process that should have been taken to the Plenary since April 22nd of this year. Everyone knows that this process was concluded there at the Ethics Council and that the Plenary needs to give its final verdict. We will face this case of Representative Glauber this week, so that the Plenary can give its position”, announced Motta.
