Aneel inspects Enel after blackout caused by cyclone

Regulator seeks support from distributors in the South and Southeast to reinforce teams, but adverse climate prevents sharing

The (National Electric Energy Agency) has been monitoring the interruptions caused by the extratropical cyclone that hit São Paulo since the beginning. Technicians from the National Agency and Arsesp (Public Services Regulatory Agency of the State of São Paulo) monitor in person the repair work on the electrical network in the metropolitan region this Thursday (Dec 11, 2025).

The agencies’ objective is to monitor whether the concessionaire follows the protocols and correctly executes the contingency plan. According to Enel itself, the plan is activated at an extreme level, with more than 1,300 teams mobilized.

Aneel tried to negotiate the sending of teams and materials from distributors in the South and Southeast to help restore energy. All companies consulted, however, stated that they were unable to share resources given the forecast of worsening weather conditions in their own areas of operation.

The initiative was announced during a meeting held at 11 am with all distributors in the two regions. Emergency team sharing is established by industry standard, but can only occur when there is operational and climate security.

Assessment will be done daily. Support may be released if the scenario stabilizes.

Impact of storms

The extratropical cyclone formed in the south of the country generated storms on the 9th and 10th of December. Intense rains, strong winds and falling trees hit several regions of São Paulo, including the capital, interior and coast.

Wind gusts reached 82 km/h in the capital on Wednesday (Dec 10). On the same day, at 9 am, 223 thousand consumer units were left without power in the Enel SP area. A day later, at the same time, the number jumped to 1.5 million affected units.
