PNE: 4 points to understand the project approved by the Chamber

A Chamber of Deputies approved this Wednesday (10) the replacement of the new PNE (National Education Plan)consolidating a more robust text with high potential to guide Brazilian education in the next decade.

The project now moves to the Federal Senatewhere attention turns to the need for specific adjustments, especially in learning goals for the final years of Elementary and High School.

The text approved by the Chamber removed unregulated topics, such as Home Education, and incorporated advances that deserve to be highlighted.

In a note, the NGO indicates four highlights of the National Education Plan:

  • Strong Emphasis on Educational Quality

The new PNE deepens the focus on educational qualityestablishing targets for the percentage of students with adequate learning per stage. A crucial advance is the prediction of the scope of basic level of learning for all studentsreinforcing the right to quality education and seeking to reduce inequalities.

However, the Senate process will be essential to adjust targets 5.b and 5.d (relating to Final Years and High School). According to experts, these goals are still “absolutely detached from reality” given the current and historical scenario of the evolution of learning in the country. The defense is for a balance between ambition and feasibilityensuring realistic parameters capable of guiding effective public policies.

  • Equity as a Structuring Principle

A equity appears as a central principle of the PNE, with specific goals aimed at reduction of inequalities in access, learning and completion among different social groups, in addition to objectives for the different teaching modalities. This greater focus on equity is highlighted as one of the main positive points of the project, recognizing that quality education is only fully realized when it is universal.

  • Strengthening Management and Monitoring: the approved text strengthens the PNE as a management instrumentimproving monitoring, collaboration and governance.
  • Projections and Collaboration: o Inep will have the task of preparing projections of national goals and by federative entity. In addition, collaborative work between states and municipalities is expected to disseminate information.
  • Educational Action Plans: the institution of PAEs (Educational Action Plans) biennial for the Union, states, Federal District and municipalities, with allocation of resources linked to goals and accountability, it is seen as a positive mechanism for the effectiveness of the plan.

The project also demonstrates alignment with the recently approved SNE (National Education System)consolidating its institutional coherence.

4. Non-Inclusion of Homeschooling

The Chamber decided not to incorporate the Homeschooling to the PNE. This deliberation is celebrated by experts who defend the constitutional and meritorious role of the school in the training and socialization of children and young people, in addition to pointing out the country’s structural limitations for adequate monitoring and regulation of the sport.

The approval without any highlights demonstrates Congress’s commitment to keeping the PNE focused on structuring agendas to guarantee the right to education.

Next steps:

With approval in the Chamber, the project goes to the Federal Senate, where the text must be subjected to a series of adjustments, especially in the calibration of learning goals.

The challenge, according to experts, is finding a balance between ambition to transform the educational scenario and reality of its implementation.

“Now, the Federal Senate assumes the responsibility of debating the proposed project and consolidating the
advancement that the new PNE represents. A swift and responsible process will allow the country to have a new ambitious and feasible National Education Plan, which points in the right direction to guide a decade of advances in educational quality and equity”, emphasizes the organization.
