Science and communications budget falls 5% in 2026

The sectoral report in the area of ​​science, technology and communications of the 2026 Budget (PLN) covers resources from 2 ministries worth R$17.8 billion. The total, however, is 5% lower than that of 2025.

Senator Beto Faro (PT-PA), sector rapporteur, declared that, in relation to the total authorized for 2025, the Ministry of Science, Technology and Innovation’s allocations increased by 14.7%.

But the situation is bad when investment resources are compared. They fall 17% in the Ministry of Science and 56% in the Ministry of Communications.

123 parliamentary amendments were presented, 108 of which were individual. For amendments to permanent committees of the Chamber and Senate, the rapporteur had to adopt a compliance criterion because the demands were much greater than the available resources. These resources came with the 0.8% linear cut made by the preliminary Budget report.

Faro said that he prioritized strategic areas such as scientific research, technological innovation, digital inclusion and expanding access to information. The value of the accepted amendments totals R$222.1 million.

The 16 sectoral reports of the 2026 Budget will be voted on by Mixed Budget Committee. The texts will be used by the general budget rapporteur, deputy Isnaldo Bulhões Jr. (MDB-AL), to prepare the final proposal.

After voting on the sectoral reports in the Mixed Budget Committee, the texts will serve as a basis for consolidating the final proposal for the 2026 Budget. It will be up to Isnaldo Bulhões Jr. to reconcile the sectoral opinions, the approved amendments and the fiscal limitations before sending the project to the Congress plenary. The final vote is scheduled to take place by the end of the Legislative year. Negotiations between leaders must define final adjustments before consideration in plenary.
