Lula says Silveira will go to SP to deal with the blackout

The meeting was organized after the mayor and governor approached the president

The president (PT) declared to the mayor of São Paulo, Ricardo Nunes (MDB), that the Minister of Mines and Energy, (PSD), will go to the capital of São Paulo to deal with him and the governor (Republicans) on energy distributor Enel.

According to Folha de S.Paulothe promise was made by Lula during the inauguration event of the SBT News channel, held in the capital of São Paulo, on Friday (12.Dec.2025). Nunes and Tarcísio approached the president at the ceremony to talk about the blackout in the state and ask for support from the federal government.

During the meeting, Lula joked with Nunes and said that the lack of energy in the city was “Tarcísio’s fault”.

The recording of the moment, released on social media, has insufficient audio quality to fully identify the president’s response. In another part of the video, Nunes states: “Sorry to bother you with this, but I know you care about the people as we do”.

BLACKOUT IN SP

In the latest balance released by Enel at 8:04 am this Saturday (Dec 13, 2025), 498,135 properties remained without electricity. The majority of affected consumers were in the capital of São Paulo, with 365,428 units, followed by Embu (15,954) and São Bernardo do Campo (14,625) (enumeration standardization). At the height of the blackout, more than 2.2 million properties had their power interrupted.

The interruption occurred after the passage of an extratropical cyclone, which caused strong winds, fallen trees and damage to the distribution network, affecting essential services and the population’s routine. The concessionaire informed that the service should be restored by the end of Sunday (Dec 14, 2025).

ENEL IN JUSTICE

In August, the City of São Paulo filed a lawsuit in Federal Court to prevent the early renewal of Enel’s electricity concession contract, which expires in 2028.

The sought to force the federal government –responsible for the concession– and Aneel (National Electric Energy Agency) to consider the specificities of the capital of São Paulo before any early renewal, requiring the concessionaire to adapt to new extreme weather events.

The Court accepted the agreement in October and ordered the suspension of the early renewal, establishing that new analyzes would be carried out before any decision on extending the contract beyond 2028.

The former Eletropaulo, a state-owned mixed economy company responsible for energy distribution in São Paulo, was privatized in 1998, during the (PSDB) government. Until 2018, control of the distributor was with , from the United States.

Enel took control of the company in 2018, after acquiring AES’s stake. The operation did not involve the sale of assets by the state government, then led by (PSB).
