The project was approved in the first round of the Senate’s Social Affairs Committee, but the government is still trying to take the case to the plenary session
The senator (PT-SE) asked this Wednesday (Dec 17, 2025) for more time to analyze the final proposal of his colleague (PP-RR), which establishes the Profimed (National Proficiency Exam in Medicine) – a kind of “OAB test” for newly graduated doctors. This decision, in practice, delays sending the text to the Chamber and leaves the analysis of the topic in Congress until 2026, after the recess.

Government senators, however, are still trying to take the case for analysis in the plenary after this entire bureaucratic process has been completed. If the text is sent to the plenary, the final word from congressmen on the topic should take even longer.
The text makes it mandatory for new doctors to take the proficiency exam after graduating so that they can obtain registration and practice professional activity. This aptitude assessment, according to the proposal, would be administered and applied by the (Federal Council of Medicine).
The text also formalizes the (National Medical Training Assessment Examination), a similar test that also aims to assess students’ knowledge. The difference in this case is that this assessment is organized by the Ministry of Education and applied to students at the end of the 4th and 6th year, allowing a more detailed monitoring of the performance of these people and educational institutions in general.

GOVERNMENT IS AGAINST
Government senators are working together to delay the final analysis of the text as long as possible. They assess that the project gives the CFM powers that should belong to the Ministry of Education: to control the training and exercise of medical activity.
The request for a view from (PT-SE) this Wednesday (Dec 17) highlights this strategy. Opposition congressmen tried to argue with the president of the commission, (MDB-PI), that it would not be appropriate to postpone the discussion any further because this had already been done once, before the vote in the 1st round. It didn’t help.

Now, what remains to send the text to the Chamber is: the analysis of the (PP-RR) supplementary report – which at today’s prices will be approved – and the presentation of resources so that everything goes to the plenary. These stages are scheduled for 2026, probably only in March, after Carnival.
The expectation of government officials is that, with the election year, the project will be sidelined and there will be more time to block the text from being processed when it reaches the Chamber.
“The MEC needs to take responsibility for ensuring that students do not submit to colleges that do not work”, declared Rogério Carvalho. For the senator, the widespread opening of medical courses that do not work was made possible by “previous governments” and the “OAB of medicine” project will not help in correcting the problem.
