Dino breaks the confidentiality of Sóstenes Cavalcante and Carlos Jordy – 12/19/2025 – Politics

The minister of the (Supreme Federal Court) ordered the breaking of the banking secrecy of federal deputies (-RJ) and (PL-RJ), targets this Friday (19) of an operation investigating embezzlement of parliamentary quota resources.

The period for breaking confidentiality runs from May 2018 to December 2024.

The parliamentary quota is the monthly amount that the deputy receives to cover expenses during the term of office, such as renting an office in the state, airline tickets and car rental, among others.

Among those investigated are also Itamar de Souza Santana and Adailton Oliveira dos Santos, advisors to Jordy and the PL leadership (led by Sóstenes), respectively.

In the decision that authorized the operation of the PF, Dino points to the possible use of parliamentary quotas to pay for non-existent or irregular expenses, in addition to shell companies.

According to the minister, financial reports and conversations extracted from the cell phones of those being investigated reveal “robust evidence” of possible money laundering through the splitting of withdrawals and deposits of up to R$9,999, in addition to “large financial transactions, by several people being investigated, possibly linked to the federal deputies mentioned, without identifying the origin of the resources”.

In his decision, Dino cited a statement from the PGR (Attorney General’s Office), which pointed out evidence that Sóstenes and Jordy had participated in a scheme to divert parliamentary funds.

“[Há] evidence that Federal Deputies Sóstenes Cavalcante and Carlos Jordy had diverted resources from the parliamentary quota through commissioned employees – notably Adailton Oliveira dos Santos and Itamar de Souza Santana – using, for the success of the project, companies such as Harue Locação de Veículos Ltda ME and Amazon Serviços e Construções Ltda”, says the PGR, according to Dino’s decision.

The PF operation is an offshoot of another carried out in December 2024 and investigates the crimes of embezzlement, money laundering and criminal organization.

WHAT DEPUTIES SAY

Jordy published a video on social media and called the action “cowardly.” According to him, the justification for the search and seizure is that he had diverted resources from the parliamentary quota to a shell company for car rental.

“Being that it is the same company that I have been renting cars from since the beginning of my first term. The same company that Deputy Sóstenes, which I believe is also being targeted for search and seizure, has been renting vehicles from the same company since the beginning of his first term. Their claim is crude, they say that the number of vehicles from this company draws a lot of attention,” he said.

In an interview, Sóstenes said he was being persecuted and stated that the amount of R$430,000 seized at an address linked to him was the result of the sale of a property.
