I am against a ceiling on public debt, says Haddad

Minister of Finance recognizes that the parameters of the fiscal framework can be discussed, but states that he would maintain the architecture of the rule

The fiscal framework must be maintained, said the Minister of Finance, this Thursday (18.Dec.2025). “I would maintain the architecture. What can be discussed are the parameters of the framework. But I am against a debt ceiling”he said in a coffee with journalists.

The minister exemplified: “Maintain the framework, but tighten less; change from 70% to 60% or from 70% to 80%; change the growth limit from 2.5% to 2% or 3%”, he said, referring to public spending guidelines.

“Discussing the parameters of the fiscal framework, in light of the framework itself, is something that, in my opinion, will happen“, he said. The minister stated that he had already heard from several international organizations and technicians that this is the best architecture they know, because it combines a spending rule with a primary result target.

This model was built based on the analysis of international experiences, according to Haddad. Dozens of robust models were examined before formulating the fiscal framework. “When it was released, it received practically unanimous support: from the market, analysts and various sectors.”
