The department pointed out in its investigation the involvement of Gustavo Marques Gaspar in the operation in which he would have been appointed to a position in the , but the department says that the person being investigated never worked in the body.
Gaspar only acted as an advisor to the former minister’s office when he held the position of federal deputy.
Juscelino left the Lula government in April this year after (Attorney General’s Office) accused of , which he denies.
He was also appointed parliamentary assistant in the leadership of the PDT by the senator (PDT-MA), who investigates fraud in discounts on retirement and pensions of beneficiaries of the (National Social Security Institute).
According to an excerpt from the minister’s decision (STF) that authorized the preventive arrest and search and seizure warrants and cites the PF, Gustavo Gaspar plays “a highly relevant role in the political-institutional nucleus associated with the activities of the criminal organization” led by businessman Antonio Carlos Camilo Antunes, the Careca of the INSS.
In another reference, Weverton is called Juscelino’s compadre and one of the guarantors of the former minister’s appointment to the Communications portfolio, alongside senator Davi Alcolumbre (União Brasil – AP), now president of the Senate.
The document cites a report from the newspaper O Estado de S. Paulo that stated that Gaspar would be a ghost employee.
“As the PF demonstrates, Gustavo was appointed to commission positions in the Legislature and in the Ministry of Communications, with direct links to former minister Juscelino Filho, who, in turn, allegedly influenced his nomination for leadership of the PDT in the Senate”, indicates the piece.
“This history reveals that Gustavo had the capacity for institutional articulation and insertion in decision-making environments of political importance, which expanded his potential for action in the illicit scheme, facilitating contacts, shields and useful approaches to Antonio Camilo.”
When contacted by the Panel, the Ministry of Communications reported that Gustavo Marques Gaspar “never worked in the department”. In the Official Gazette of the Union there are also no records of any position in the ministry. The four mentions found deal with appointments and dismissals within the Senate.
Evidence cited in the document indicates that Gaspar had an “intense” relationship with Rubens Costa, an INSS employee at Careca, and “their dialogues concerned acts of incorporation of a company and, also, questions about the accountant Alexandre Caetano, who is also involved with Antonio Camilo’s shell companies.”
The representation of the Federal Police includes a spreadsheet sent by Caetano to Rubens Costa that indicated among the companies in partnership with Careca do INSS GM Gestão de Documentos Empresariais, which has Gaspar as a partner.
The text also says that on a hard drive seized at Careca’s INSS home on April 23 of this year there are spreadsheets controlling the financial movements of associations and companies belonging to Antonio Carlos himself, as well as payments to individuals and legal entities. “Among the records of bribe payments, there is one worth R$100,000 in favor of ‘Gasparzinho’.”
When contacted, former minister Juscelino Filho’s advisor said that he “is not the target of any investigation and does not even appear as a suspect in the case”.
“The mention made refers exclusively to an appointment that took place in 2015 for the position of parliamentary advisor — a regular procedure at the time and without any link to the facts currently discovered”, he writes. “It is not possible to attribute responsibility to Juscelino Filho for the acts of third parties, much less for conduct subsequent to terminated institutional relationships.”
