Public security and PPPs (public-private partnerships) were the main themes mentioned by the governor () this Thursday (18) during the review of his almost three years in office. The two-hour presentation was given at Palácio dos Bandeirantes and also covered other topics.
“We did what many people thought was impossible,” said the owner of Palácio dos Bandeirantes, one of those listed for next year, more than once.
The topic of public safety was revisited by the governor at the beginning, middle and end of the presentation.
He said he had imposed “billions of damage to organized crime” and that “almost R$17 billion was blocked in the last two major operations alone.” The governor did not specify which actions he was referring to.
He also stated that crime rates have improved and that the number of homicides is the The trend is that in fact 2025 will end up as the year with the lowest number of cases, but as data for November and December is still missing, this could still change.
Until October, according to data from the SSP (Public Security Secretariat), intentional homicides registered a drop of 3% compared to the same period last year. The reduction was from 1,945 victims to 1,887. There was also a drop in the crimes of robbery, which decreased by 14%, and robberies (robbery followed by death), which fell from 135 victims in 2024 to 103 in 2025.
Thefts, however, increased. Overall, the variation did not reach 1%, but went from around 413 thousand records to 416 thousand. The same goes for rape crimes: according to the state government, there were 10,950 records, 93 more than in the same period in 2024.
The governor also said again that his administration put an end to cracolândia in the center of and that this was an integrated work between the state, municipality, Judiciary, Public Ministry and police.

“We showed that it is possible”, stated Tarcísio, who referred to the project more than once throughout the speech. The same goes for the Intercidades Train PPP, to connect São Paulo to Campinas.
He also cited Sabesp, a sanitation company privatized during his administration, and stated that the concessionaire’s investments will lead to the expansion of the service in the state.
The governor also discussed education projects. He said, for example, that he took over the government in a scenario in which only nine schools had air conditioning and that today that number reaches 1,300.
He also highlighted the Prontos Pro Mundo program, which selects students from the state public school system and pays for English studies for three months in partner countries, such as Canada, New Zealand and. For 2026, Ireland was included.
Regarding housing, the governor said that “we have already delivered 76 thousand homes and have another 114 thousand under construction”. In addition, he stated, “we authorized the construction of another 40 thousand.”
“Often the dream of owning a home was put aside because families didn’t have deeds. We gave deeds to 143 thousand families,” he said.
The governor also stated that the health sector in São Paulo has made progress. “We had eight thousand closed beds when we arrived. Today we can celebrate eight thousand open beds”, he declared.
Another point involves vaccination rates. Children’s vaccine coverage in 2024, for example, surpassed pre-pandemic levels in the state. According to the governor, this is also due to financial incentives: municipalities with good coverage indicators receive more transfers.
