The government paid R$1.26 billion in the rapporteur’s amendments, known as the secret budget, in 2025. The data comes from , a transparency tool created by the so that anyone can monitor how the government spends public money.
The amount corresponds to 27% of the R$4.6 billion estimated to be paid this year in the rapporteur’s amendments classified as RP9. Although this type of amendment was declared unconstitutional by the (Supreme Federal Court) in 2022, the disbursements made in 2025 refer to remains payable from previous years, which continue to be settled.
According to the SIGA Brasil panel, the payment history from 2020 to 2025 totals R$37.8 billion under the heading “Payment + RP Payment”. During this period, 383 amendments were registered, distributed among the units of the Federation. In 2025 alone, the system accounts for 121 amendments, with R$4.61 billion registered as outstanding amounts to be paid and R$1.26 billion actually paid off to date.

This year, the 5 States that received the most resources from the secret budget were:
- Amazon – 123.8 million
- Piauí – 116.3 million
- Paraíba – 107.3 million
- Amapá – 97.0 million
- Acre – 90.4 million
The Federation units least benefited in 2025 were:
- Espírito Santo – 11.9 million
- Santa Catarina – 11.3 million
- Rio de Janeiro – 10.5 million
- Federal District – 9.2 million
- Mato Grosso – 5.9 million
