Ibaneis has responsibility for 8/1, says former governor – 12/21/2025 – Panel

Newly affiliated to try to run for government in 2026, the former governor points to the responsibility of the administration (MDB) in the security breach recorded in the federal capital in .

In March, Minister Alexandre de Moraes, of the STF (Supreme Federal Court), for alleged omission during the attacks on the headquarters of the three Powers on January 8th. The decision responded to a request from the PGR (Attorney General’s Office), which assessed that there were no elements in the process that would justify the criminal investigation against Ibaneis continuing.

Arruda argues that the main responsibility of the DF government is to look after the Powers of the Republic. “The governor has this main mission, which is to ensure that the country’s capital can host the Powers of the Republic safely, with balance and with tranquility”, he says, remembering that Brasília had already been tested in serious episodes, such as in .

“And how did public security in Brasília behave? Exemplarily”, he continues. “I recognize that we in Brasília failed [no 8 de Janeiro]. The Brasília government failed.”

Arruda remembers that the DF government has a constitutional fund to cover the security of the Powers of the Republic. “And it would have been very easy to say that the governor has no responsibility. That is very strange. Of course it is his responsibility. Due to omission or incompetence, I don’t know, but it is a serious failure”, he adds.

The former governor of DF highlights that some of the protesters were influenced by the crowd effect. “There always come those who inflame, the most radical, infiltrated or not, and then they create that breakdown”, he continues. “But those of us who know the competence of the Brasília police see a glaring flaw.”

Pivot of the DEM’s monthly allowance, Arruda was arrested and convicted in cases arising from the 2009 Pandora’s Box operation, when he was . In 2022, the TSE (Superior Electoral Court) for federal deputy.

In October, the First Panel of the STJ (Superior Court of Justice) upheld Arruda’s conviction for administrative improbity, still in a process derived from Pandora’s Box. The former governor, however, claims that he is ready to run for the DF government in 2026.

He says he wants to build a broad front to oppose the continuation of the Ibaneis administration, who would be vice president. “I think that the PSD project for both Brazil and Brasília is a project of balance, a project of economic development with social development, avoiding sectarianism, radicalism and creating a liberal economic policy, but also with public policies to reduce inequalities.”
