The Kremlin spokesman, , said on Monday that Russia’s special envoy, Kirill Dimitriev, would brief the president on US proposals for a possible settlement of the Ukrainian issue once he returns to Moscow from Miami.
The Kremlin’s special envoy, Kirill Dmitriev, arrived on Saturday, where he held two days of talks with US President Donald Trump’s envoy, Steve Witkoff, as well as his son-in-law, Jared Kushner. According to the reports from Miami, the discussions with the Russian delegation were “constructive” and followed the talks that the American negotiators had with the groups of Ukrainians and European officials in Florida.

The meetings focused on elaborating and harmonizing the positions of all sides on “four key documents”: a “20-point plan”, a “multilateral security guarantee framework”, a “US security guarantee framework for Ukraine” and an “economy and prosperity plan”.

For his part, Ukrainian President Volodymyr Zelensky welcomed the talks “on the documents concerning the end of the war, security guarantees and reconstruction”, also describing them as “constructive” and noting that they are “progressing at a fairly fast pace”.
No Moscow-Washington-Kiev meeting is planned
American negotiators also met with Russian envoy Kirill Dmitriev, who also hailed the constructive nature of the talks. Witkoff spoke of “productive and constructive” meetings.
“Russia remains committed to achieving peace in Ukraine,” the US envoy wrote to X. “Russia greatly appreciates the efforts and support of the US to resolve the crisis in Ukraine and restore global security,” he added.
Kremlin Foreign Policy Adviser Yuri Usakov however commented that a meeting between Russia, the US and Ukraine is “not planned”, although Kiev referred to a relevant proposal by Washington.
What do Americans say?
Before the meeting in Miami, US intelligence agencies were still reporting that Putin has not given up on his ambitions to seize Ukrainian territory, according to six people with knowledge of the matter.
Responding to a Reuters report on Friday, US National Intelligence (DNI) Director Tulsi Gabbard wrote to X that, according to US intelligence assessments, Russia “does not currently have the capability to seize and maintain control of all of Ukraine, let alone Europe.”
Sen. Lindsey Graham, a Republican close ally of Trump, told NBC’s “Meet The Press” on Sunday that it was not yet clear whether Putin would accept the current deal.
If it doesn’t, Graham said, the Trump administration should take an approach similar to its recent actions against oil tankers off Venezuela and “seize vessels carrying Russian oil that have been sanctioned.”
Any refusal by Russia to accept the deal should also lead to it being labeled “a state sponsor of terrorism because it kidnapped 20,000 Ukrainians,” Graham added.
In addition, according to Graham, in the event that Russia rejects the agreement, Tomahawks should be given to Ukraine and any restrictions lifted.
