He also compares the punishment provided for in the approved project with that of theft. “It also violates equality and proportionality, because other less serious crimes are treated more rigorously by the law. For example, if a couple enters the supermarket desperate because their four children are starving and steals a packet of rice, they can face up to eight years”, he says.
