In their joint declaration, Nikos Christodoulidis, Kyriakos Mitsotakis and Benjamin Netanyahu recognize that the region is at a historical turning point, and emphasize that cooperation extends from India through the Middle East and Eastern Mediterranean to Europe.

The Joint Declaration of the three leaders in detail

We, Benjamin Netanyahu, the Prime Minister of the State of Israel, Kyriakos Mitsotakis, Prime Minister of the Hellenic Republic, and Nikos Christodoulidis, President of the Republic of Cyprus, met today in Jerusalem for the 10th Tripartite Summit between our countries.

Our Tripartite Partnership

We recognize that our region is at a historic turning point, with the opportunity to usher in an era of stability, prosperity and cooperation that stretches from India, through the Middle East and Eastern Mediterranean, to Europe. This common vision of progress, security, stability and peace is founded on respect for the historical heritage of the peoples that connects them, their common interests and their common values.

Today’s Trilateral Summit reaffirms our unwavering commitment to strengthen our cooperation, strengthening the security and resilience of our countries for generations to come.

We agree to convene an annual Leaders’ Summit and intensify tripartite meetings at the ministerial and service levels, thereby deepening cooperation and expanding joint initiatives.

We also confirm the importance of the 3+1 scheme with the United States of America (US) and invite other like-minded partners to join our 3+1 cooperation framework.

Security, Counter-Terrorism and Maritime Cooperation

To ensure the realization of this vision, we affirm the need for concerted action to overcome existing and emerging challenges.

In this context, we agree to strengthen our current tripartite cooperation in the fields of security, defense and military.

We reaffirm our commitment to the fight against terrorism, including efforts to eliminate the financing of terrorist activities.

We emphasize the importance of maritime security and are committed to deepening cooperation to protect sea lanes and critical infrastructure against emerging threats. We welcome the establishment of the Maritime Cybersecurity Center of Excellence (MCCE) in Cyprus and its planned launch in 2026.

We recognize the significant and consistent contribution of Cyprus and Greece to the humanitarian efforts in Gaza, including through the “Amalthia” sea corridor, which is implemented in coordination between the Republic of Cyprus and the State of Israel and in close cooperation with international partners, in accordance with Mechanism 2720, to provide additional humanitarian assistance.

We reiterate the importance of President Trump’s 20-Point Gaza Peace Plan, adopted by UN Security Council Resolution 2803, and call for the immediate return of the last remaining Israeli hostage, Ran Gvili, as well as the disarmament of Hamas in accordance with the agreed framework.

We recognize the work of the US-sponsored Gaza Civil-Military Coordination Center (CMCC), in which Cyprus and Greece are participating, to achieve, with the provision of facilities by Israel, the milestone for the transfer of humanitarian aid and commercial goods to Gaza.

We are determined to ensure that humanitarian aid reaches civilians safely, exclusively through coordinated channels and without being misused by malicious actors.

We affirm Israel’s right to self-defense in accordance with international law and reject baseless allegations against Israel.

Cooperation in Emergency Response

We agree to establish a Tripartite Working Group on Emergency Preparedness and Response, ensuring rapid and effective mutual assistance in cases of natural disasters. We welcome the initiative to establish the Cyprus Regional Aerial Firefighting Station, which aims to strengthen regional preparedness and response capabilities, particularly in relation to fires.

We will establish a Health Working Group, strengthening collaboration between our medical institutions in the areas of research, innovation and emergency response.

We further underline the importance of our extensive cooperation in the field of environmental protection and tackling climate change. Our competent Authorities will start the necessary work for the conclusion of tripartite memorandums of cooperation on water and wastewater management, as well as on dealing with climate change.

We recall the Implementation Agreement for the Sub-regional Marine Oil Pollution Emergency Plan and agree to conduct a joint exercise in 2026 to respond to marine pollution incidents.

Energy, Connectivity and Regional Prosperity

We reaffirm our determination to promote joint energy projects, including the development of natural gas, electricity interconnections and renewable energy initiatives, as a solid basis for cooperation in the region, based on international law, including the law of the sea, and respect for the right of all States to exercise their rights in their respective Exclusive Economic Zones (EEZs) and Continental Shelf.

We welcomed the recent Joint Declaration of the 3+1 Energy Ministerial held in Greece in November 2025, with the participation of the US, as well as the commitment to promote energy security and cooperation in the Eastern Mediterranean, including the Eastern Mediterranean Energy Hub, as key to regional strategic stability and resilience.

We express our strong commitment to the Great Sea Interconnector project and agree to work together to advance it.

We will work together to promote regional interconnection projects, both ongoing and future, under IMEC, including, but not limited to, the establishment of working groups that will meet on a regular basis to achieve this strategic goal.

Science, Technology and Innovation

We agree to further strengthen tripartite cooperation in the fields of science, technology and innovation, inter alia, by creating a framework for the promotion of joint research initiatives, as well as improving coordination on access to the European Union (EU) Horizon funding programs as well as other external sources of funding.

We will establish an Artificial Intelligence (AI) Working Group to explore opportunities for enhanced collaboration, advancing the credible application of AI in mission-critical policy areas, as well as high-level computing infrastructure and skills development.

European and Regional Cooperation

We welcome the upcoming Cyprus Presidency of the Council of the EU as an opportunity to strengthen cooperation in the Southern Neighborhood, including the Eastern Mediterranean, contributing, among other things, to strengthening relations between the European Union and Israel and exploiting their potential as key partners.

Strengthening and expanding the circle of peace between Israel and the Arab world holds the promise for a more secure and prosperous region. We reaffirm our commitment to the extension of the Abraham Accords and agree to intensify our joint efforts, together with the US and other partners, towards this goal.

We welcome the recent progress in the dialogue between Israel and Lebanon, which adds an economic dimension to the security dialogue. We support the sovereignty, territorial integrity and independence of Lebanon, as well as the importance of ensuring the monopoly on the use of force by legitimate state actors, in accordance with the decision of the Government of Lebanon, the resolutions of the United Nations Security Council, and the November 2024 agreements between Israel and Lebanon brokered by the US, which could pave the way for the normalization of relations between Lebanon and Israel.

We emphasize the special importance of Jerusalem for the three monotheistic religions: Judaism, Christianity and Islam, and recall the inherent and close historical ties between the Jewish people and their historical homeland. We reiterate our commitment to maintaining the Status Quo in the Holy Places of Jerusalem and emphasize our keen interest in safeguarding the presence and cultural heritage of the Christian Churches.

In light of the global rise in anti-Semitism, including the recent horrific terrorist attacks against Jewish people in Sydney and Manchester, we reaffirm our resolve to fight anti-Semitism in all its forms, including calls for the destruction of Israel and the denial of its right to exist.

We also reiterate the importance of religious freedoms, including freedom of worship, and our corresponding obligations that flow from them.

We express our full and unwavering support for a just, comprehensive and sustainable solution to the Cyprus issue, based on international law and the relevant Resolutions of the United Nations Security Council. Such a solution, which would reunite the island based on respect for democratic principles, human rights and fundamental freedoms of all Cypriots, would not only benefit the people of Cyprus as a whole, but would also contribute significantly to peace, security and stability in the Eastern Mediterranean and the wider region.

Ties between peoples

We are committed to deepening cultural, educational and academic exchanges, enhancing mutual understanding and friendship between our societies.

We agree to accelerate the implementation of existing agreements on environmental education and youth exchanges.

We will strengthen our cooperation on diaspora issues, leveraging the great potential and vital role of our communities around the world, to strengthen the ties between our countries.
