The president of Ukraine, Volodímir Zelenskihas presented for the first time in full the 20 points of the peace plan that kyiv has developed together with USA and European partners. The proposal, to which Russia has not yet given its approval, poses a non-aggression pact, security guarantees for Ukraine and entry into the EU in the medium term. It is a revised version of the 28-point plan that Washington had prepared based on suggestions from Moscow, but in the new document, Ukraine does not renounce one day joining NATO nor does it recognize Russian sovereignty over Crimea and other occupied territories.

These are the 20 points of the plan that Zelensky presented to Ukrainian journalists.

Point 1

Ukraine is a sovereign country and all the signatories confirm it.

Point 2

Russia and Ukraine irrevocably commit to do not attack each other. A monitoring mechanism will be established to monitor the contact line and resolve possible conflicts.

Point 3

Ukraine will receive robust security guarantees.

Point 4

The Armed Forces of Ukraine will have a maximum limit of 800,000 troops in times of peace.

Point 5

The United States, NATO and the European signatory states will provide Ukraine with guarantees equivalent to article 5 of mutual defense of the Atlantic Alliance.

Point 6

Russia will anchor its non-aggression policy towards Europe and Ukraine legally and this will also have to be ratified by the Duma.

Point 7

Ukraine will be admitted at some point in the European Unionbut first it will receive privileged access to the single market.

Point 8

Ukraine will get a global support package to recover economically, defined in another separate investment agreement.

Point 9

Several funds will be created to support the restoration of the economy, with the aim of raising 678,000 million euros -the estimated cost of the war- through credits or contributions from the private sector.

Point 10

Ukraine will speed up the process of negotiating a free trade agreement with the United States.

Point 11

Ukraine is committed to continuing without developing nuclear weaponsin line with the Nuclear Non-Proliferation Treaty.

Point 12

The central nuclear de Zaporiyiacurrently occupied by Russia, will be operated jointly by Ukraine, the United States and Russia, although the exact details are still under debate.

Point 13

Ukraine and Russia will implement educational and social programs to eliminate prejudices and promote understanding between both countries. Ukraine will implement European standards for the protection of minority languages ​​(referring to the Russian-speaking population).

Point 14

Regarding the territorial question, kyiv proposes two options: freeze the current front line as it passes through the regions of Donetsk, Lugansk, Zaporizhzhia and Kherson – the possibility preferred by the Government – or demilitarize the Donetsk area that Ukraine still controls and that Moscow demands, and transform it into a special economic zone administered by Ukraine and secured by international troops, subject to approval in a national referendum.

Point 15

Ukraine and Russia commit to not resort to force to change agreed territorial demarcations.

Point 16

Russia will not prevent Ukraine use the Dnieper River and the Black Sea for commercial purposesan issue that will be regulated in another independent agreement.

Point 17

A humanitarian commission will be established to resolve pending issues such as prisoner exchange and the return of all civilians held by Russia, including deported minors.

Point 18

Ukraine will celebrate elections as soon as possible after signing the agreement.

Point 19

The implementation of this agreement will be monitored and guaranteed by a peace council chaired by US President Donald Trump.

Point 20

Once all parties agree to this agreement, a cease-fire will come into effect immediately.
