Ukraine must hold elections as soon as possible, Zelenskyy admits Ukrainian withdrawal from Donetsk and frozen front line. Here are the 20 points of the plan.
The Ukrainian President revealed details of the new version of the US-backed plan to end the war in Ukraine, saying it was negotiated between representatives of Kiev and Washington and sent to Moscow for review.
The document will be complemented by additional bilateral agreements between the United States and Ukraine, focusing on security and reconstruction. Volodymyr Zelenskyy did not release a draft version of the document, but presented the content of the plan point by point during a press conference with journalists in Kiev on Tuesday, but which was only released this Wednesday.
Below is the full transcript of how he described the contents of the agreement, translated from Ukrainian. 20 point plan:
1.º Ukraine’s sovereignty will be reaffirmed. We declare that Ukraine is a sovereign state, and all signatories to the agreement confirm this with their signatures.
2.º This document is a complete and unconditional non-aggression pact between Russia and Ukraine. To maintain lasting peace, a monitoring mechanism will be established to control the contact line through unmanned aerial surveillance, ensuring rapid reporting of violations and resolution of disputes. The technical teams will finalize all the details.
3.º Ukraine will receive strong security guarantees.
4.º The Armed Forces of Ukraine will maintain a peacetime strength of 800,000 troops.
5.º The United States, NATO and European signatory states will provide Ukraine with security guarantees based on Article 5:
a) If Russia invades Ukraine, in addition to a coordinated military response, all global sanctions against Russia will be reinstated.
b) If Ukraine invades Russia or opens fire on Russian territory without provocation, the security guarantees will be considered null and void. If Russia opens fire on Ukraine, security guarantees will come into force.
c) Bilateral security guarantees are not excluded by this agreement.
6.º Russia will formalize a non-aggression policy towards Europe and Ukraine in all laws and documents required for ratification.
7.º Ukraine will become a member of the European Union within a precisely defined deadline and will benefit, in the short term, from preferential access to the European market.
8.º A robust comprehensive development program for Ukraine, to be defined in a separate agreement on investment and future prosperity. It will cover a wide range of economic areas, including, among others:
(a) The creation of a Ukraine Development Fund to invest in high-growth sectors, including technology, data centers and artificial intelligence.
(b) The United States and U.S. companies will cooperate with Ukraine and co-invest in the reconstruction, development, modernization, and operation of Ukraine’s gas infrastructure, including its gas pipelines and storage facilities.
(c) Joint efforts will be made to rebuild war-torn areas by restoring, rebuilding and modernizing cities and residential neighborhoods.
(d) Infrastructure development.
(e) Extraction of minerals and natural resources.
(f) The World Bank will provide a special financing line to secure funds to accelerate these efforts.
(g) A high-level working group will be established, including the appointment of a global finance leader as administrator, to oversee the implementation of the strategic reconstruction plan and maximize future development prospects.
9.º Several funds will be created dedicated to the recovery of the Ukrainian economy, the reconstruction of damaged areas and regions and humanitarian issues.
a) The United States and European countries will create a $200 billion capital and grant investment fund for transparent and effective financing in Ukraine.
b) A wide range of capital investments and other financial instruments will be mobilized for the reconstruction of post-conflict Ukraine. Global reconstruction institutions will use mechanisms designed to strengthen and facilitate these efforts.
c) Ukraine will apply the highest global standards to attract foreign direct investment.
d) Ukraine reserves the right to seek compensation for damage caused.
10.º After the conclusion of this agreement, Ukraine will accelerate the process of concluding a free trade agreement with the United States.
11.º Ukraine reaffirms its commitment to remain a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
12.º The Zaporijia nuclear power plant will be jointly operated by three countries: Ukraine, the United States and Russia.
13.º Both countries are committed to implementing educational programs in schools and society that promote understanding and tolerance towards different cultures and combat racism and prejudice. Ukraine will apply European Union standards on religious tolerance and the protection of minority languages.
14.º In the regions of Donetsk, Luhansk, Zaporijia and Kherson, the troop positioning line at the time of this agreement is de facto recognized as the line of contact.
a) We, as parties, confirm in fact that this is the line of contact – where we currently meet.
b) A working group will meet to determine the repositioning of forces necessary to end the conflict, as well as to define the parameters of potential future special economic zones.
c) Following an equivalent basis for military movements, international forces will be positioned along the line of contact to monitor compliance with this agreement. If a decision is made to establish such a zone, it must receive special approval from the Ukrainian parliament or be subject to a referendum.
d) The Russian Federation must withdraw its troops from the regions of Dnipropetrovsk, Mykolaiv, Sumy and Kharkiv for this agreement to enter into force.
(e) The parties agree to respect the rules, guarantees and obligations of the 1949 Geneva Conventions and their additional protocols, which apply in full to the territory, including universally recognized human rights.
15.º Having agreed on future territorial arrangements, the Russian Federation and Ukraine undertake not to alter these provisions by force.
16.º Russia will not impede Ukraine’s use of the Dnieper River and the Black Sea for commercial purposes.
17.º A humanitarian committee will be established to resolve outstanding issues.
a) All remaining prisoners of war, including those sentenced in Russia from 2014 to the present, will be exchanged on an “all for all” basis (all prisoners held, regardless of the number of prisoners on each side).
b) All detained civilians and hostages, including children and political prisoners, will be released.
c) Measures will be taken to address the problems and suffering of victims of the conflict.
18.º Ukraine must hold elections as soon as possible after the agreement is signed.
19.º This agreement is legally binding. Its application will be monitored and guaranteed by a Peace Council chaired by the President [dos Estados Unidos, Donald] Trump. Ukraine, Europe, NATO, Russia and the United States will be part of this mechanism. Sanctions will be applied in case of violations.
20.º Once all parties accept this agreement, a complete ceasefire will immediately come into effect.
