New rules for the circulation of mopeds, electric bicycles and self-propelled vehicles come into force throughout the country, in accordance with Resolution No. 996/2023 of the National Traffic Council (Contran). The changes establish different requirements for each type of vehicle and focus on standardization and traffic safety.

According to the standard, mopeds must be registered, licensed and licensed. Drivers will need to have an Authorization to Drive Mopeds (ACC) or a National Driving License (CNH) in category A. Vehicles must also have mandatory equipment, such as rear-view mirrors, headlights, taillights, speedometer, horn and silent exhaust. The use of helmet and protective clothing is now required.
According to Contran, owners have until December 31st to adapt to the new requirements, before the rules come into force, scheduled for January 1st.
The president of the Acre State Traffic Department (Detran-AC), Taynara Martins, stated that the measure seeks to increase safety and organize the use of these vehicles on urban roads. “The new rules bring more responsibility and protection for those who use mopeds and electric bicycles. It is a necessary adjustment to avoid accidents and promote safer coexistence among all modes”, he declared.
Electric bicycles remain exempt from registration, licensing and license plates, but must meet minimum safety requirements, such as a speed indicator, night signs and a bell. These vehicles can circulate on cycle paths, cycle lanes and pedestrian areas, according to specific regulations.
According to Contran, the main difference between mopeds and electric bicycles is how they work. The moped has an accelerator and does not have factory pedals, while the electric bicycle operates with pedal assistance, with the engine automatically turning off when the cyclist stops pedaling.
