A survey by the Court of Auditors of Rio Grande do Sul shows that 67% of the state’s city halls do not correctly apply a new law that came fully into force in 2023. The new legislation replaced the one that had existed since 1993.
In 2024, another survey, by the Federal Audit Court (TCU), showed that 61% of city halls and state governments across Brazil insufficiently implemented the standards.
“The new Bidding Law brings advances in contracting mechanisms, allows for more rationality and agility in processes. But, at the same time, it is necessary for administrations to update their procedures and evolve in practices that are not yet adapted to the new order”, says Cezar Miola,
According to him, it is still necessary for municipalities to invest in improving governance, in topics such as risk prevention, planning, employee training and the use of technology.
