The way of accessing public transport in Portugal will change in 2027, the year in which ticketing integrated with the Citizen Card will be implemented. According to Jornal de Notícias, this initiative will allow users to use trains, buses and metro with a single identification, replacing physical tickets and passes.
The project aims to simplify the use of public transport, concentrating all means of access and payment in a single document or digital application. According to the same source, the system will include features such as balance consultation, credit loading and IBAN or card association, increasing convenience for passengers.
Integrated ticketing system
The Government expects integrated ticketing to be completed in the second half of 2027. The publication adds that, before full implementation, a pilot will be launched to test the operational model and expand the solution to more operators, ensuring compatibility between different modes of transport and regions.
Among the objectives is fare integration between regional operators, allowing passengers to use various transport with unified fares and reducing the need for multiple payments or separate passes.
Digital features
The system will allow physical access through the Citizen Card or digitally, via the gov.pt application. The newspaper writes that the app will offer features such as balance loading, checking movements and associating payment methods, centralizing all information relating to the use of public transport.
Furthermore, digitalization facilitates the management of tickets and passes for operators and users, says the same source, allowing data and fares to be updated in real time and improving the travel experience.
The project started in the second half of 2025 and includes testing and gradual expansion phases. The publication adds that initial tests will evaluate interoperability between different systems and acceptance by passengers, adjusting any flaws before the definitive launch.
The completion of integrated ticketing is scheduled for the second half of 2027, when all participating operators must accept the Citizen Card or the gov.pt app as the only means of access.
Digital complements for public services
At the same time, the Digital Building Card will be launched, which will bring together all relevant property information, including certificates, energy certificates, urban planning licenses and land records.
