Government hires new company to complete 136 housing units in Cidade do Povo

The Government of Acre confirmed, through the State Department of Housing and Urbanism (Sehurb), the direct hiring of a company to complete the construction of 136 homes in the Cidade do Povo housing complex, in Rio Branco. The decision was made official in the Official State Gazette this Monday (5) and provides for an investment of approximately R$7.2 million.

The company chosen to undertake the execution of the pending services for Lot 01 is Santos Comércio e Construções Ltda. The hiring took place after the unilateral termination of the previous contract, which had been signed with Líder Construções Eireli, caused by repeated delays and non-compliance with contractual obligations.

According to Sehurb, even after several extensions, the progress of the work remained below expectations. In the 13th measurement, carried out on October 6, 2025, the percentage executed was only 40.50%. A new inspection, carried out on the 23rd of the same month, indicated a slight increase to 43.97%, leaving a volume of services estimated at more than R$7.3 million. Given this situation, the secretariat assessed the continuation of the contract as unfeasible, culminating in the formal termination published on November 27, 2025.

After the termination of the contractual relationship, the government followed the criteria established in Competition No. 013/2023, calling on the companies classified in sequence. The runner-up, JVF Construções e Comércio Ltda, officially announced that it had no interest in taking over the project. Third place, Santos Comércio e Construções Ltda, agreed to continue with the work, maintaining the same conditions set out in the original notice.

The exemption from bidding is supported by article 24, item According to Sehurb, the values ​​were subjected to technical analysis and considered compatible with the reference budget, with no signs of irregularities.

The act was ratified by the Secretary of State for Housing and Urbanism, Egleuson Araújo Santiago, who authorized the adoption of the necessary administrative measures, including issuing a commitment, formalizing the new contract and designating those responsible for managing and supervising the work.
