Bahia, Macapá and the state of SP lead ‘pix amendments’ in 2025 – 01/06/2026 – Panel

Bahia, Macapá (AP) and the state of São Paulo were the biggest beneficiaries last year, according to the Transparency Portal. Leader of the ranking, Bahia received more than R$121 million in special transfers from federal deputies and senators in 2025.

The capital of Amapá, which appears in second place, earned R$53 million, ahead of the state of São Paulo, with R$40 million. Completing the top five are Amapá, with R$36 million, and Mato Grosso do Sul, with R$33 million.

The so-called special transfers were nicknamed “pix amendments” because the money is sent directly to states and municipalities, with room for governors and mayors to apply the resources as they wish.

Even though it is the second least populous state in the country, Amapá and the capital, Macapá, appear in the ranking thanks mainly to senators (PT-AP), leader of the Lula government in Congress, and Lucas Barreto (PSD-AP).

An ally of Mayor Dr. Furlan (MDB), Barreto sent more than R$20 million in 2025 to the capital of Amapá. Randolfe allocated R$23 million to the state, whose governor, Clécio Luís (Solidariedade), is part of his political group.

Despite being one of the main operators of amendments in Congress, the Amapá native (-AP), president of , spread his special transfers between the state’s municipalities, with emphasis on Santana, Pedra Branca do Amapari and Oiapoque.

A July ordinance meant that Serpro (Federal Data Processing Service) also appeared among the largest recipients in 2025.

With the rule that provides for the charging of 1% of the value of each “pix amendment” to cover the cost of operationalization and execution services by the Union, the state-owned technology company received more than R$55 million — a number that puts the company second only to Bahia.
