Police rescue kidnapped man and arrest six suspects in illegal internment scheme

Quick action by the Civil Police of the State of Rio de Janeiro, with support from the Federal Highway Police, resulted in the rescue of a kidnapped man and the arrest of six people this Tuesday (6/1), in Piabetá, district of Magé, in Baixada Fluminense.

The victim was violently approached by three men near the Parque Estrela viaduct. According to the investigation, he was forcibly placed inside a black car and taken away against his will.

Report of the crime reached the 66th Police Station (Piabetá) at around 11am. Given the seriousness of the complaint, the police immediately initiated measures, including analysis of images from public and private cameras, which allowed the vehicle’s route to be tracked and the victim still in captivity to be located.

The man was rescued safely before he was taken out of the municipality or subjected to any forced procedure.

“Hospitalization”

During the investigation, investigators discovered that the prisoners were part of a gang that called itself the “capture sector”.

The group operated by offering illegal removal services for people, supposedly for admission to rehabilitation clinics.

According to the Civil Police, the action was ordered by the victim’s family, including his ex-wife, under the argument of promoting compulsory hospitalization due to chemical dependency.

However, there was no court order, detailed medical report or any legal support for the deprivation of liberty.

The investigation shows that the criminals monitored the victim’s routine on public roads, waited for a moment of vulnerability and carried out the approach in a violent manner, characterizing kidnapping.

Crimes

Those involved were arrested in the act and will be held responsible, in theory, for kidnapping for the purpose of irregular hospitalization, criminal association and violation of the Psychiatric Reform Law, which establishes strict rules for involuntary and compulsory hospitalizations.

The legislation provides that this type of hospitalization can only occur subject to specific medical criteria and, in certain cases, judicial authorization.
