“Essentially ready” for its finalization at the top level and by the US president is according to the president of , , the text of the bilateral agreement on security guarantees between Kiev and Washington.
Ukraine has long sought (and debated) strong commitments that would oblige the US and other Western allies to intervene after the war ends if Russia invades again.

Ukrainian and American negotiators, along with the Alliance of the Willing, held talks in Paris this week to resolve the latest disagreements on a peace framework that Washington is seeking to hammer out with Kiev before presenting it to Russia. On Tuesday, the US for the first time approved the idea of providing security guarantees to Ukraine.
“The bilateral document on Ukraine’s security guarantees is now essentially ready for finalization at the highest level with the president,” Zelensky wrote in X.
“Complex issues” discussed
He revealed that meetings between Ukrainian and US negotiators in Paris had dealt with “complex issues” of the working framework being discussed to end the nearly four-year war and that Kiev had presented its own solutions to those issues.
The Ukrainian president has called for increased pressure on Russia following new Russian missile attacks on energy infrastructure, arguing that it is critical to make clear that the security guarantees that are agreed will be credible, and this is only done through a direct response to where we are.
Kyiv awaits update
“We understand that the American side will be in contact with Russia and we are waiting for an update on whether the aggressor is really willing to end the war,” Zelensky wrote in X.
He also said that the negotiators’ teams discussed documents related to Ukraine’s post-war recovery and economic development.
