Housing prices adjusted in several regions of Portugal throughout 2025, creating opportunities for those looking to change house or return to their homeland. According to Idealista, a real estate marketplace specializing in residential properties, some municipalities recorded significant drops, with drops reaching 15% in one year.

Biggest falls in interior municipalities

The biggest reductions occurred in Golegã, in Santarém, where the average price per square meter fell to 1,083 euros, reflecting a drop of 15.3%.

In the district of Coimbra, Pampilhosa da Serra stood out as the most economical municipality in the country, with 477 euros per square meter, after a drop of 12.3%. Pombal, in Leiria, recorded a reduction of 8%, standing at 1,162 euros/m².

Inside, prices remain particularly affordable. In Gouveia, in Guarda, the square meter fell to 594 euros, while Chamusca, in Santarém, registered 756 euros/m². Avis, in the Portalegre district, stood at 683 euros/m².

Penacova and Tábua, both in Coimbra, presented average values ​​of 500 euros/m² and 665 euros/m², remaining among the most economical municipalities in the region.

Adjustments in the South and Alentejo

The adjustments were not limited to the center of the country. In the Algarve, Alcoutim showed a drop of 6.7%, with average prices of 1,081 euros/m². In Alentejo, Borba and Portel, both in Évora, saw values ​​fall by 5.3%, standing at 875 euros/m² and 758 euros/m², respectively.

Where is cheaper in each district and island

In addition to the annual decreases, idealista also identified the cheapest municipality to buy a house in each district and island, useful information for those looking for alternatives to the most pressured urban markets. Pampilhosa da Serra remains the most economical option in the country.

Nisa, in Portalegre, presents 498 euros/m², Sabugal, in Guarda, 505 euros/m², and Penamacor, in Castelo Branco, 510 euros/m². In the autonomous regions, Santana continues to be the cheapest municipality in Madeira, with 1,792 euros/m², while in the Azores, Lajes do Pico registers 1,084 euros/m².

In the most populous districts, values ​​remain higher, but below the national average. Cadaval leads in the Lisbon district with 1,550 euros/m² and Baião in Porto with 957 euros/m².

Municipalities such as Sátão, Melgaço and Alcoutim confirm a well-known trend: outside large urban centers, housing markets remain more accessible, even in a context of inflation and pressure on the real estate sector.

According to the same source, these territories also represent an opportunity for those looking for quality of life, with less stress, proximity to nature and smaller communities.

Regional inequalities remain

The conclusion is that the market remains uneven, with significant declines in inland municipalities and in Alentejo, while coastal regions and the most populous districts maintain high prices.

For many Portuguese people, especially over the age of 55, this reality opens up space to rethink where and how to live, balancing costs with quality of life and comfort.
