Housing package generally approved by PSD, CDS-PP and IL. What's new?

The proposed laws for the Government’s housing package were approved this Friday, in parliament, with the favorable votes of the PSD, CDS-PP and IL, and with Chega’s abstention.

At issue are two proposals with legislative authorizations.

One of the proposals has measures to tax relief to encourage leasing and construction at moderate prices.

The other proposal contains changes to licensing, urbanization and urban rehabilitation.

O PS, Livre PCP and BE voted against the initiative that contains tax measures. Enough, PAN and JPP abstained.

In relation to the proposal to authorize the review of the regime applicable to the licensing of urban operations, as well as to change the legal regime for urbanization and construction, and the legal regime for urban rehabilitation, the PCP, Livre, PAN and BE voted against. PS, Chega and JPP abstained.

All bills presented by the parties of the opposition failed.

Chega presented an initiative to reduce VAT on housing construction and another to exempt properties intended for permanent housing, with a tax asset value of up to 350,000 euros, from IMI.

Livre saw a bill rejected that defines maximum limits on the value of rent in housing rental contracts, and another that establishes inclusive zoning for a share of public housing in urban operations.

An IL bill to reform construction and increase the housing supply was also failed.

The PS presented a project aimed at reinforcing access to permanent housing and combating real estate speculation, which falls directly into the specialty, and was not voted on in general after the bench presented a request to that effect.
