In 2025, 115,277 passengers were sanctioned for traveling without a valid transport ticket on CP, Metro do Porto, STCP and Metropolitano de Lisboa and only 26,548 fines were paid.

According to data collected by , only one in four fines for lack of a ticket ends up being paid, in a trend that, over the last few years, has been notable, in CP, Metro do Porto, STCP and Metropolitano de Lisboa.

To seek greater collaboration from people, since September 2017, offenders have had a 50% discount on the fineif they pay it directly to the transport companies within 15 days after it is issued. But, as the morning newspaper found out, even that didn’t work.

O value of the fine in urban transport is 120 euros. With a discount it is 60 euros.

The fine for simple administrative offenses – such as, for example, non-validation of the pass or transport ticket – is 30 euros.

However, the solution does not end with voluntary payment by passengers. THE value can also be recovered through the Tax Authorities.

In April 2021, a communication system between companies and the Tax Authority came into operation, which centralizes fines ignored by customers, with consequent coercive collection. According to the JN, if the offenders do not settle the amount, the Tax authorities may resort to seizure of assets and wages.

In the same newspaper, Alvaro Costamobility specialist, recognizes that “some passengers have the perception that there is a certain impunity”.
