Congress prioritizes amendments for the purchase of trucks – 01/11/2026 – Panel

The amount sent for the purchase of machinery last year was only behind that allocated by federal deputies and senators for the health funds of two states and the Federal District, according to the Transparency Portal.

The company XCMG Brasil Indústria LTDA —which sells machines such as excavators, pavers, steamrollers, motor graders, loaders and crane trucks— received R$293 million in 2025, the fifth highest total.

The budget allocated by Congress to XCMG Brasil was only smaller than that of the state of São Paulo, the Federal District and Amapá, with R$491 million, R$327 million and R$322 million, respectively.

Caixa Econômica Federal appears in third place overall, with R$324 million, due to the agreements signed to send parliamentary amendments to city halls, state governments and institutions — and, consequently, the administration fee.

The catalog under the bank’s responsibility ranges from agreements with ministries, such as Cities, to actions such as “support for tourist infrastructure projects” or “support for integrated local sustainable development projects”.

The second least populous state in the country, Amapá also appears in 2025, as shown in the column. Part of the explanation comes from the influence of the three senators from Amapá: the president of , Davi Alcolumbre (União Brasil), the leader of the Lula (PT) government in Congress, Randolfe Rodrigues (PT), and Lucas Barreto (PSD).
