Wellington César’s appointment will be published in an extra edition of the Official Gazette of the Union (DOU) later this Tuesday.

Because he works at Petrobras, Wellington César stays in Rio de Janeiro. He was called to Brasília to talk to the president this Tuesday and receive the invitation to take over the role left by Ricardo Lewandowski, last Friday, the 9th.

According to the note, Wellington César will head the Ministry of Justice and Public Security, indicating that Lula should not share the portfolio at this time. The PT member wants the creation of the Ministry of Public Security conditional on the approval of the Public Security PEC.

As Coluna do Estadão showed, Wellington was one of those tipped to take over the portfolio alongside the Minister of Education, Camilo Santana, and the current interim minister, Manoel Carlos de Almeida Neto. The minister of the General Comptroller of the Union, Vinicius de Carvalho, and the lawyer Marco Aurélio de Carvalho, from the Prerrogativas Group, were on the outside.

Wellington had the support of three influential figures from around the president: the government leader in the Senate, Jaques Wagner (PT-BA), and ministers Rui Costa (Casa Civil) and Sidônio Palmeira (Social Communications). Wagner was the main guarantor for Petrobras’ attorney general to enter the Esplanada.

For 11 days in March 2016, Wellington was Dilma’s justice minister. At the time, Wagner was the government’s strongman, having occupied the Civil House. However, after the STF established that he could not accumulate his position in the Executive and his career in the Public Ministry, Wellington decided to continue.
