PEC rapporteur: positive fact that the new minister is from the MP – 01/13/2026 – Panel

Rapporteur of the Public Security PEC, federal deputy Mendonça Filho (União-PE) sees the fact that he is a member of the Public Ministry of Bahia as a positive.

“He knows the role of Gaecos [grupos do MP de combate ao crime organizado]knows the world of criminal prosecution and understands the importance of being on the cutting edge. It’s not doing without the federal sphere, but knowing that it’s impossible to fight crime while in Brasília”, he says.

The federal role in combating crime is the central discussion of the text, and the rapporteur’s main point of disagreement with the . Sent during Ricardo Lewandowski’s administration, the amendment’s purpose was to constitutionalize the Unified Public Security System, giving the Union a coordinating role.

Mendonça, in his report, diluted this federal role and reaffirmed the role of the states, which displeased the Lula government.

“I have always had the view that it is not possible to centralize in Brasília, under penalty of attacking the constitutional text, which says that we are a federation”, says the deputy.

He says he is available to talk to the new holder of the portfolio, even to understand what emphasis the government will place on the PEC. Members of the Lula administration defend abandoning the initiative.

Mendonça spoke this Tuesday (13) with the president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), and both agreed that he will present his report to the party benches when he returns from recess, in February.

The idea is to try to vote on the text in the first round by the beginning of March.
