President Lula appointed a new Minister of Justice, Wellington Lima e Silva, the third of his administration. The decision is more than a simple exchange of seats in one of the main areas of the federal government.
The backdrop for this exchange is public security, one of the Lula government’s biggest problems and the right’s greatest hope for defeating the president in October.
The new minister replaced Ricardo Lewandowski, who is a respected jurist, but who has never been identified with the security area.
