In South Africa, reference to one’s own history is traditionally the sharpest rhetorical weapon. The ruling African National Congress (ANC) was hit hard 15 years ago when former Anglican Archbishop Desmond Tutu was outraged that the ANC administration at the time was “worse than apartheid”: South Africa had refused the Dalai Lama a visa because of his acquiescence to its most important trading partner, China.
