The United States announced this Wednesday (14) a change of stage in the strategy for the Gaza Strip, with the presentation of a new political and security arrangement for the territory after the ceasefire.
The statement was made by Steve Witkoff, President Donald Trump’s special envoy, who detailed the beginning of the so-called second phase of the plan drawn up by the White House to end the conflict.
According to Witkoff, the focus now stops being just the interruption of hostilities and begins to concentrate on the institutional reorganization of the Gaza Strip. The new stage foresees three central axes: complete withdrawal of weapons from the territory, formation of a Palestinian civil administration of a technical and temporary nature and the beginning of reconstruction actions in the region.

To make this model viable, the United States advocates the creation of a transitional body, the National Committee for the Administration of Gaza (CNAG), which will be responsible for local management during the transition period. According to the American envoy, this committee will be composed of Palestinian technocratic cadres and will have the mission of organizing the civil administration while the demilitarization process takes place.
Witkoff said the plan includes the disarmament of all groups and individuals classified as not authorized to operate in the region. Compliance with these measures, according to him, will be an essential condition for the continuity of the political process. In case of non-compliance, he warned, there would be consequences, although he did not specify which instruments would be used.
The envoy also reinforced the expectation that Hamas will fully comply with the commitments made in previous phases, including the return of the last deceased hostage. The demand was presented as part of the effort to definitively end the cycle that began with the attacks and the subsequent military offensive.

Taking stock of the initial phase of the plan, Witkoff said that the ceasefire was maintained, that the flow of humanitarian aid was increased and that all living hostages were released. According to him, the bodies of most of the hostages killed during the conflict were also repatriated.
The transition to the second phase signals the Trump administration’s attempt to structure a new political design for Gaza, combining security control, provisional civil administration and reconstruction, in a context still marked by uncertainty about the adhesion of the parties involved and the practical feasibility of demilitarizing the territory.
