Operation Serpens was launched this Friday morning (16), which investigates the actions of police chief Layla Lima Ayub, recently appointed to the Civil Police of , for her involvement with members of the criminal faction Primeiro Comando da Capital (). The action was coordinated by the Special Action Group to Combat Organized Crime (GAECO) of the Public Ministry, with support from the State Civil Police Internal Affairs.

According to investigations, Layla maintained personal and professional ties with members of the PCC and even acted irregularly as a lawyer for criminals during custody hearings, even after being appointed delegate. Investigations indicate that she had provided privileged information to the faction and provided direct legal support to members of the group.

Seven search and seizure warrants were executed in São Paulo and Marabá (PA), in addition to two temporary arrest warrants — one against the delegate herself and the other against a faction member who was on parole.

Before joining the SP Civil Police, Layla served as a military police officer in Espírito Santo and worked as a criminal lawyer. On social media, she maintained a low profile, but she had already received public honors from the OAB for her role as an empowered woman and participated in events and podcasts aimed at valuing women in public security.

The Internal Affairs Department is now investigating whether the delegate already passed on information to the faction during her time as a military police officer. The Civil Police will continue to investigate who benefited from their actions and the extent of their involvement with organized crime.
