Motta says that 6×1 scale is a priority: ‘Important for workers and businesspeople’

The declaration reinforces the expectation of advancement of the agenda in Congress and occurs amid the political rapprochement between the president of the Chamber and the Lula government

The president of the Chamber of Deputies, Hugo Motta, stated that he will prioritize the debate on the end of the 6×1 work schedule, highlighting that the topic is relevant for both Brazilian workers and businesspeople.

The declaration reinforces the expectation of advancement of the agenda in Congress and occurs amid the political rapprochement between Motta and the Lula government.

In a note sent by the press office, Motta literally stated: “The president signaled at the end of last year that the Chamber will prioritize the issue [do fim da escala 6×1]. He also states that the debate is important for Brazilian workers and the business community.”

Since the end of last year, President Lula has closed the issue favorably at the end of the 6×1 scale, treating the issue as one of the government’s priority agendas. In Planalto, the assessment is that the rapprochement with Hugo Motta could boost the processing of projects linked to changes in working hours, also considered an agenda with electoral appeal.

According to Congressional sources, Motta resumed dialogue with the leader of the PT in the Chamber, Lindbergh Farias, after a period of absence at the end of 2025, motivated by differences in votes, such as the project known as PL Antifaction.

Allies of the president of the Chamber told Jovem Pan that the relationship with Lula is described as a “respectful and institutional friendship”.

Behind the scenes, the reading is that there are political gains for both sides: the government is advancing an agenda that is sensitive to the electorate in an election year, while Motta can count on the support of President Lula both in the political scenario of Paraíba and in a possible dispute for re-election to the presidency of the Chamber.

This week, Hugo Motta met with minister Guilherme Boulos at Palácio do Planalto. According to interlocutors, they did deal, in a lateral way, with the end of the 6×1 scale. Attributed by President Lula, the palace minister has worked directly in coordination with the National Congress to facilitate the end of the scale. The meeting was also attended by the Minister of Labor and Employment, Luiz Marinho.

The proposal initially gained strength with the proposed amendment to the Constitution presented by congresswoman Erika Hilton (PSOL-RJ). In the Senate, a similar initiative by senator Paulo Paim (PT-RS) has already been approved by the Constitution and Justice Committee. In the Chamber, a bill reported by deputy Léo Prates (PDT-BA) is also being processed, which brings together different proposals and provides for a reduction in weekly working hours from 44 to 40 hours.

As Jovem Pan showed firsthand, this bill is being evaluated by Planalto as it is processed faster than a PEC, which increases the chances of advancing the agenda this year.
