PF investigates promoter removed from AP for vote buying – 01/16/2026 – Panel

An investigation into prosecutor João Paulo Furlan, brother of the mayor of Macapá, cites messages about buying votes with basic food baskets and gasoline with Gleison Fonseca da Silva, suspected of committing an electoral crime.

The prosecutor was removed for 60 days by the (National Council of the Public Ministry), according to a decision published in Tuesday’s (13) edition of the body’s electronic diary. Gleison appears as general ombudsman.

In December 2020, Gleison was approached by federal police officers with R$1,210 in cash, as well as a cell phone and a pad of stickers and a saint of the mayor, elected for the first time to command that year. The administrative agent said that the money was from his 13th salary and that it would be used to pay rent and internet.

In February 2021, the Electoral Court authorized the extraction and analysis of data from the cell phone seized from Gleison. Among the conversations that would point to alleged vote buying are some between the suspect and the prosecutor.

In one of them, the mayor’s brother, who calls Gleison de Coló, says that a woman would call him. “Deliver 13 (basic baskets) to her, okay, and she’ll get it from you. I’ll send you her number”, according to an excerpt available in the PF material.

The report says that, when analyzing the conversation between the suspect and the dismissed prosecutor, “it is possible to confirm the bonds of friendship that exist (sic) between them, making it credible to infer that Gleison would be João’s ‘trusted man’ to deal with matters relating to politics.”

“Furthermore, it turns out that João would be one of those responsible for coordinating Dr. Furlan’s campaign, sending messages for Gleison to publish on his social networks and even giving some answers to journalists who were not aligned with his brother’s ideas”, continues the PF.

“Apparently João was one of those responsible for the finances of the same campaign, as in the excerpts above it is inferred that there were payments ordered by him, purchase of basic food baskets for distribution as well as arrangements for supplies with drivers to transport voters. Furthermore, in the media analyzed there are several proofs of bank transfers between Gleisson and João Furlan”, maintains the PF.

According to the investigation, “there is no evidence in the records, so far, that he would use his position to carry out the crimes.”

When contacted, the prosecutor informed that he could not comment on the process, because it is confidential.
