The USA released on Thursday (15 January) the 2nd phase of the plan for the territory, which determines the disarmament of Hamas
The President of the United States, (Republican Party), announced on Thursday (15 January 2026) the creation of the Peace Council to supervise the Gaza Strip, which will be headed by him. The measure is part of the 2nd phase to put an end to the conflict in the territory, with a focus on rebuilding the enclave and establishing a post-war government. The truce began in , however, Israel and Hamas continued to violate the ceasefire.
“It is a great honor to announce that the PEACE COUNCIL has been formed”declared Trump in one on the Truth Social platform. “The members of the council will be announced soon, but I can say with certainty that this is the largest and most prestigious council ever assembled, at any time and place”these.
About 2 hours later, Trump made a post announcing the start “of the next phase of the 20-Point Peace Plan for Gaza”. The US president mentioned one from special envoy Steve Witkoff.
“As President of the Peace Council, I support a newly appointed technocratic Palestinian government, the National Committee for the Administration of Gaza, supported by the Council’s High Representative, to govern Gaza during its transition. These Palestinian leaders are firmly committed to a PEACEFUL future!”these.
Trump talked about collaborating with Egypt, Turkey and Qatar to ensure “a comprehensive demilitarization agreement with Hamas, including the surrender of all weapons and the dismantling of all tunnels.”.
He stated: “Hamas must IMMEDIATELY honor its commitments, including returning the last body to Israel, and proceed without delay toward complete demilitarization. As I have said before, they can do this the easy way or the hard way. The people of Gaza have suffered enough. The time is NOW.”
On Wednesday (January 14), Witkoff had already announced the beginning of the 2nd phase of the US plan for peace in the Gaza Strip. “Phase 2 establishes a transitional Palestinian technocratic administration in Gaza, the NCAG (National Committee for the Administration of Gaza), and begins the full demilitarization and reconstruction of Gaza, notably the disarmament of all unauthorized personnel.”declared on the social network X.
Witkoff stated that failure to comply with obligations “will result in serious consequences”without detailing what measures could be adopted. He spoke about the results of the 1st phase of the plan, which, according to him, “guaranteed the maintenance of the ceasefire, allowed the entry of large-scale humanitarian aid and resulted in the release of all surviving hostages.”.
