Former military police officer Layla Lima Ayub was arrested this Friday (16), in the west zone of , on suspicion of involvement with organized crime. Layla was sworn in on December 19, in a ceremony at Palácio dos Bandeirantes, with the presence of the governor (Republicans).

But how was she approved in the contest in São Paulo if she was suspected of having links with the PCC?

According to the Estadãothe social assessment stage, where the analysis of previous life is carried out, takes place before the oral test and is the responsibility of the police intelligence of the candidate’s State. In Layla’s case, there was nothing to discredit her. The report attempts to contact the Civil Police of Espírito Santo.

After the candidate is officially approved and sworn in, he or she undergoes scrutiny by the Civil Police – that is, for three years, everyone remains in a probationary period and can be investigated.

The internal affairs department does not reveal the origin of the investigation, but states that, in addition to the romantic relationship with a faction member, it discovered the delegate’s role as a lawyer for another member of the party in Pará nine days after the inauguration ceremony.

In a press conference about the case, the Secretary of Public Security of São Paulo (SSP), denied that the selection process had failed. “It didn’t fail. I didn’t have any notes until then. (…) I didn’t want to be here at this moment, I wanted to have another student at the academy, we need a delegate, I wanted to count on that. But the person is on probation for three years. For three years they can be investigated.”

The court ordered Layla’s temporary arrest and is investigating her level of involvement with the faction. In the decision, the judge points to the suspicion that she joined the Civil Service at the behest of the PCC.

“In fact, if it is proven that the PCC recruited the person being investigated to pass a public police officer exam, especially in the most populous state with the largest number of police officers in the country, it can be said, without any doubt, that, if we have not already become a narco-state, we are just a few steps away from that”, stated the judge in the decision.

The general inspector of the Civil Police, João Batista Palma Beolchi, said this Friday, also in a press conference, that the investigation will be extensive and will prove whether she actually took the exam at the behest of the PCC.

“It really is an investigation. It will show us the real extent of this delegate’s level of commitment. The investigation proceeds precisely to investigate this doubt. But there is this possibility.”
